If you start with a club that has no youth academy is it possible to get one? If so how long or what kind of balance would you need? Cheers

It is, just keep asking your board every 6 months to upgrade your youth facilities. Just make sure that you've got a decent amount of money in the club before you request it, it's probably not going to be approved if you're in debt or haven't got a lot of money to build it.

Whilst I was at Catanzaro, I got 4 promotions and the new training upgrades and the youth academy set up was about 4 million, whenever I moved to Inter Milan and upgraded their facilities it cost 8 million.
So it costs quite a lot and it is based pro rata.
Think of it in bands of success and affordability.
But the more successful you become the greater emphyasis the board begin to put on developing your own, i.e. for the champions league quota as you need 4 own club developed and 8 nationwide developed.
So to answer the question, going the long way round about it here lol, your board will determine how much improvement they want to advance the club as a whole, so the more success you bring to them the more daring they'll become. So try and win matches and your board will look after the rest most of the time.

Thanks all for the responses!!! Its really appreciated! Im going to start a game with Accrington Stanley and they have no youth academy. Ive never started this low league and wasnt sure about it. Cheers!!!

If you stick at it you will eventually get one, will take a while however. Make sure you dont spend too much money and make sure you dont get too many facility and stadium upgrades unless you have a couple of million saved up. I nearly crippled Blackpool a few times due to upgrades costing a few million.
