Instructions:

1. Download the template from here
2. Select background style from the 'Background style' set.
3. Paste and resize the clubs logo into the 'logo' set.
4. Apply the action file found here.
5. Save the logo as the clubs UID.

I tried the action files, but with you pasting a badge on, i had difficulty as it has 'set layer style - layer 0' or whatever, and if you pasted the logo it wouldnt be layer 0 unless you reloaded the template every time, if someone can make the action that would be super, then youd just have to adjust the colour of the glow :)

iirc Templeman did a logo action for his T Logos, and that could be applied to any layer style, maybe ask him for guidance?
